From 19 June 2025, most amendments from the Private Security and County Court Amendment Act 2024 will take effect. However, some changes will only be implemented once the Licensing and Regulation Division (LRD) finalises supporting procedures or templates.

Key Changes Include:

  • Single Licensing System: Business registrations will cease; businesses must now apply for a licence, with stricter probity checks (e.g. fingerprinting, criminal history).

  • Independent Contractors: Must now obtain a Private Security Business Licence if operating under a personal ABN.

  • Updated Definitions: New definitions introduced for private security activities.

  • Subcontracting Regulations: Requires client consent, clear communication, and documented records.

  • Code of Conduct: A new professional standard introduced for the industry.

  • Risk Management Plan: Mandatory for certain security activities, placing increased responsibility on the client.

  • Refresher Training: Required for licence renewals for security officers, crowd controllers, and bodyguards.

  • Simplified Application Process: Removal of referee and newspaper advertisement requirements.

Some changes are still pending LRD operational decisions and further legislative clarification.
